Mister President,

I am pleased to inform you that Project T.E.R.R.A. is in full operation. Our agent in the field has gathered a copious amount of intelligence at a prolific rate. Even though we continue to lose outposts & personnel, our knowledge of the nature of the Tempest Virus increases every day. As with any new operation involving the application of experimental technology there have been some setbacks, but these have been anticipated and quickly compensated for. You may rest assured, Mister President, that we will find a cure for the Tempest Virus and soon.
